NCAA Orders Airlines to Integrate Special Needs Option for Passengers With Disabilities

 

Regulator mandates full compliance with Persons with Reduced Mobility provisions across all domestic airlines

The Nigeria Civil Aviation Authority (NCAA) has directed all domestic airlines operating within the country to fully comply with provisions for Persons with Reduced Mobility (PRM) and passengers with disabilities by integrating a mandatory Special Needs or Assistance request option into their ticket reservation systems.


In a directive issued to airline operators, the aviation regulator said the measure is aimed at improving accessibility, safety and dignity for passengers who require additional assistance, including persons with physical disabilities, the elderly, pregnant women and others with mobility or health challenges. The NCAA stressed that airlines must ensure the option is clearly visible and functional at the point of ticket purchase, whether through online platforms, mobile applications or physical booking offices.


According to the authority, the inclusion of a Special Needs or Assistance request feature will enable airlines to make adequate preparations ahead of travel, ensuring that appropriate equipment, trained personnel and support services are available throughout the passenger’s journey, from check-in to boarding and disembarkation.


The NCAA noted that the directive aligns with international civil aviation standards and Nigeria’s commitment to inclusive air travel. It added that failure to comply would attract regulatory sanctions, as the rights and safety of passengers with reduced mobility must not be compromised.


Aviation stakeholders and disability rights advocates have welcomed the move, describing it as a critical step toward ending discrimination and improving the travel experience for passengers with special needs. They emphasized that early disclosure of assistance requirements helps prevent last-minute challenges and ensures smoother airport operations.


The NCAA reaffirmed its commitment to monitoring compliance and working with airlines to enforce inclusive practices across the aviation sector, stressing that air travel should be safe, accessible and respectful for all passengers, regardless of physical ability.
